The 1920 Miners' Welfare Act created a fund to support the welfare of miners and their families and led to Miners' Welfare Institutes being established to support social activities such as sporting events, music and galas. Overtown Miner’s Welfare was built in 1924 and sat opposite the old Primary School. This plaque was removed in March 1994 prior to demolition. Overtown & Waterloo Bowling Club, which stood next to it, is still there - bowls being a sport that enjoyed strong popularity with miners.
